Putting Server Online

Hello Everyone,
I was just wondering if anyone would know how to put a server online. i have already downloaded the stuff needed to create the server. Its just I do not know how to put it so people online can play on it. I went to my router config and I enabled it and put:

Name: CS
Trigger Port: 27015-27015
Trigger Type: Both
Public Port: 104
Public Type: Both

If anyone could tell me what to do, that would be very helpfull. I asked my friend to check for me if my server was online, he checked for me and said no. He was also the one who told me all of this router stuff. Also my router is a D-Link router: DI-624

you have to open these ports
UDP 1200
TCP 27015
UDP 27020
UDP 27000 to 27015 inclusive
TCP 27030 to 27039 inclusive

Thanks but how shall I open these ports. In my router settings or somewhere else.
