Please define the "mobile app" firstly.
It can be an app for iOS running all on the device like Clear in its early days; it can be an client of a website, like Twitter; it can be a mobile central service like Instagram; it can be a mobile major app and expanding to desktop and web, like Wechat.

If you want professional app you need to hire professional developers.

Building a mobile app used to require time, budget and/or technical knowledge. And it depends if it’s iOS and Android. I think if you don't have experience in coding you should hire developers. I can recommend to contact Intellectsoft company with your tasks and get consultations(https://www.intellectsoft.net/). They created great app for my bulletin board.
