My friend recently tried to buy CS:S at Best Buy, and after not being able to because he wasn't 17, he had to get me to do it. I find this rule just annoying, for 2 reasons:
1. If your parents will let you have the game, and you are 1-15 years old, then you have gone with your parents, and they can buy it for you... Thus there is no point in the rule for that age group.
2. If you are 16, a year under the requirement, then you cannot get the games, because in the US, you are driving by yourself, which means no parents to buy it for you... But honestly, is there anything on an M game that would scar a 16 year old?? No...
Honestly, if your below 15, you can get the game, if your 16, it's more trouble than it was a year before to get it... I say the ratings on video games need to be much more lax, because honestly, no one cares about them anyways, they're just an annoyance in the end.
