You cannot connect from a local network when server is Online on Global.
Why?
Because your supposed to run it on a dedicated server computer and network, thats how servers run,big machines, windows server OS,lots of Ram and at least 100Mbs per second.
Want server on global?
Go here: SoftLayer Technologies, Inc.
or try on google zip server hosts

ahh ok.... but when my server is on global why my friends cannot connect to my server even i change the ip of the launcher in global ip.? what is the problem??

IP must be static and you must open ports.
Anyways, doesn't matte, you cannot run a proper server on a home pc (never). So as long as u can connect on Lan to work on ur server,ur fine.

ok sir but why I cant run my server in a home pc?? I have a quadcore duo with 2mb cache and a ram of 5gigabytes and HD of 160 gb..

Then you can host it - if you check your OS,Local Network and SQL DataBase Server.Everything should work fine from there then.
