The program in question continually tries to login using a bad password.
When you click on Unfreeze Account it stops sending the login. 15 minutes later the account is no longer frozen, since that's the default setting for Hotmail to reset the block.
There are several problems with using this type of exploit.
If the person actually owning the account reports the problem, hotmail staff will more than likely research who tried the login and block their IP. Which means if you use this and have a legal hotmail account, more than likely you'll wind up being IP banned from using it.
Secondly, every account you choose to "freeze" uses up bandwidth on your own system.
While it's doubtful that Hotmail would report the people in question to the FBI, it's extremely likely that they'd report them to their ISP.
This type of exploit falls under the harassment clause of most ISP's TOS. In English that means that if hotmail wishes to pursue it they could contact the people you get internet access through, and have your account.
