The easiest way to train any magic skill is to make a spell that lasts one second on self with whatever class you are trying to raise. Cast this spell over and over (holding block with a shield makes u cast faster) until you reach the level you want to stop at. This should allow you to recover the magicka to cast the spell eliminating the need to rest or sit and wait while your bar fills back up. EX: Destruction training - Weakness to Fire 1% on self for 1 second This will cost very little money and magicka. Spam this spell and your destruction skill will be mastered in no time. This is extremely usefull on Restoration as that is the worst to train. Hope this helps
