Mention mod

I think we should add a mention mod so things can be brought to certain people's attention sooner.

Example:

It will then bring up in the notifications that you have been mentioned

Dont we get notified by reported posts already? by email? The report post funcion could be used to bring attention to stuff? o.0 if ya think its important?

But with this mention mod you can bring the attention to your friends etc. Like @Testperson1 hey check this how @Testperson2 failed so hard. haha.
Or something like that. So Testplayer 1 and 2 will get notify that they got marked in a thread.

Gotta fix a bug in the plugin where it does not properly link the person, but that should be solved soonish.
