Boo! this is simply an actions exploit. I don't really understand it that much but wc3 saves all actions in a cache for replay saving purposes and by spamming actions you can lag up the game.

You can do this in ladder as well. All you need is Autohotkey, and 12 workers and you can make the game lag like hell although only people with terrible computers ever disconnect :/
I have an acc on Lordaeron "MostModest" that's 36% doing this

EDIT: another way this can be done is by buying 5 sets of wards and planting all the wards, then select Your hero and 11 wards and spam "SHSHSHSH"(Stop|Hold), of course it's most effective with AutoHotKey.(I have gotten 100,000 APM doing this)

Yes, works in any dota map that the circle has pickup / drop skills and that items are muted to others that try to pick them up

Yes, it messes up 2 things : the game cache (thats why after a while and with a lot of branches u will start see flying chests and deformed buildings)(yes really) and it also messes up the hosts connection since his connection must cope with all this data..... i think
