This means that you have do not have full system privileges. There are 3 levels on your computer.

    1- User level
    2- System level
    3- Kernel level

You can not access level 2 if you are on level one without the permissions from level 2. That means you will need Window's permission to run the program. To do that:

On XP: right click the .exe file and click properties. Select "Run as administrator".

On Vista: right click, "Run as administrator". Then click Ok when the new questions dialogs pop up. Alternatively you can disable UAC. To do that, press Windows button + R, or type open the run menu (start button, run). Type: msconfig: Go to the "tools" tab in the new windows. Go to "Disable UAC". Click run. Note: sometimes you still have to run files as administrator because this only disables the questions whether you want to run something as administrator or not. Note. Make sure you run as administrator or it will not work.

On Linux: You will most likely not need permedit on linux. Just run the program as administrator. To do so, either type "sudo" in the shell dialogue or "su root" and then enter your root password.

That way you will have full system privileges. Now you should be able to give other programs system privileges. Make sure to run the other programs as administrator as well or it might not work.

Hey, I've got wpe pro and i cannot target wow. So i got PermEdit but the thing is I cant get it to work. When i right click the exe file and click on properties there is no button that sais "run as administor". I'ts only buttons like "write protection" and "hidden" (I'm on swedish xp so i might have tranlseted it wrong). So u know what might be wrong?

The note with "Run as administrator" was meant for Vista users (because of UAC).

A way to run a program as an admin on a user account with less rights on XP is by using the command line command "runas" (supposed that permedit is in the current path and there is an account "Administrator" with administrative rights):
    Code:
    runas /user:Administrator permedit

(BTW: I am not sure if this also works with the home edition)
